This clevis pin ball mount is rated for a maximum gross trailer weight of 6,000 lbs, so unfortunately it would not appear to meet your requirement of 10,000–15,000 lbs of pulling capacity.
We currently don't appear to have a similar clevis-style ball mount available with a higher weight capacity, so we wouldn't want to recommend this one for an application exceeding its 6,000 lb rating.
Not knowing the application here, but if it's for vehicle recovery, perhaps a tow hook like the one below may help, or some other vehicle recovery options.
