Yes, the Curt 15300 Class 5 trailer hitch will fit your 1999 RAM 3500. The only fitment exception are truck with a roll pan bumper, otherwise it's a good fit for your truck.

If it won’t fit, I need one that will and it has to be class 5 as heavy duty as possible.
