Yes, you can use the Weigh-Safe WEIWSFH2-2 upside down to get a rise instead of a drop.
However, please note the built-in tongue weight scale will only function accurately when the hitch is used in the drop position. The gauge will not provide a tongue weight reading while in the rise position.
