Will the Curt 45810 multi-use ballmount fit 2" receiver and tow a 20 ft boat with combined weight of 4500 pounds?

This ballmount is good for 7,500 lbs towing and 750 lbs tongue weight which covers your needs. Also worth checking is what your hitch can handle for both towing and tongue to be sure you remain within its specifications too and that you have enough clearance for the bike rack.
