No, these are designed to fit on earlier year Jeep Wrangler JK models only.
Here is the correct Oracle Sidetrack LED Lighting System for the 2023 Jeep Wrangler JL (Including Rubicon).
You can install these without removing the rivets, however removing them does make it easier to install.
The wiring connectors are included.
